This is an original post by me, just written for Mmowned and it's users.
The cookie cutter spec of assassination/combat does fairly well, arguably the best dps in pve, however, it fails to do so in arenas, battlegrounds, and world pvp.
A solution to the expensive respeccing every week in order to do well in arenas and pvp as well as being able to raid is to spec 0/31/30. Swords does comparably better in pve over maces, but maces tops over swords in pvp. It's a matter of what you have or what you want to do best in.
An example swords build that works well from my experience is: Talent Calculator - World of Warcraft
You can switch around a few points, such as 5/5 camouflage, Slice and dice to get riposte, etc. depending if you pve or pvp more. I have used this exact build in all of kara, ZA, gruul's, mag, ssc, tk, hyjal, and some of BT. What surprised me is that I was doing comparable and in some instances better dps than our combat swords rogues that have the same gear as I do. What I like about it is the insane amounts of attack power you can get to unbuffed as well as buffed. In pve gear, a normal rogue ranges anywhere from 1500-1800 ap, while this spec brought me from around 1800 to over 2000 unbuffed. What's nice also is that Melee Hit Chance isn't as valuable anymore, due to not having combat potency, so you can reitemize a bit to get the max amount of crit, ap, agi, etc.
The normal rotation for a 20/41/0 or equivalent specced combat swords rogue with 3/3 imp SnD is 3s/5r. 3s means you get 3 combo points then use Slice and Dice, 5r means you get 5 combo points and use rupture.
The normal rotation for a 0/31/30 build or equivalent specced rogue without combat potency, while using hemorrhage is, 3s/5s/5r. This maximizes the time you have slice and dice up, as well as being able to put ruptures on the mob/boss that you're fighting. This number varies depending on how much time left you have on slice and dice and whether or not you have rupture up, it's easier to judge while you're playing.
As 0/31/30, your new "spam" attack is Hemorrhage over Sinister Strike. This is very good in pve as well as pvp, as you and your raid gain 36 extra melee damage depending if the debuff is up or not, as well as it being 5 less energy than sinister strike talented, and 10 less energy than sinister strike untalented.
In pvp, the general opener is Cheap shot. If you gain an extra combo point by initiative, then you can just use two hemorrhages and be at 5 points again, in order to do a 5 point 6 second kidney shot on the target, leaving them stunned for 10 entire seconds. An alternative, in duels, you can sap and then cheap shot then run away and restealth for a few extra combo points to get you that extra umph on your opponent.
