I can confirm that with Surestrike Goggles 2.0 equipped I can see the clouds in Nagrand. However, I noticed from the wednesday after patch day the number of clouds had decreased a lot. Maybe Blizz have nerfed the spawn rate.

On the bug reports forum, there's some people saying that it's just their respawning that is bugged, because they spawned when the realms was down (because of the season 3), but they do not re-spawn back. No blue reponse so far.

as for today 1.12.2007 this has been fixed / nerfed.

There was an issue with them spawning in places it was impossible to harvest them, so fingers crossed Blizz have only temp-nerfed them until this can be fixed. Being able to farm 2 primals in 10 minutes was nice.
