Well you have to lvl scribe house to lvl2, or Town Hall to lvl2 so you can buy blueprints. Sucks that I have to lvl 12 characters to lvl93 in order to do that + you should build that storage thing so you can give more orders

You can lvl garrison to lvl2 by completing 4/6 chapters of the FFR quests. Maybe is the same for Alliance in SMV.

To get Scribe's Quarte to lvl2 you need to be lvl 96 or finish Gorgrond questline 4/4 to get a book that you can trade in Ashran for a Small Building Blueprint.

I don't think so. Maybe at lvl3? Who knows... I didn't check on Ashran either. If anyone find it plz post it
