I dont sell the dupe to anyone and everything, there are specific things we are looking for/we need/want

theres a post above or below mine, on how to run a LEGAL EU casino

1) Even tho your looking to sell it for specific things, its agains the Terms, unless you can have an Admin to confirm it works, I suggest you dont sell this to anyone, your in a lot of trouble if a member buys one and finds out its a scam, and I will bet 1000$ that the dupe you got is a pdf file that contains GMs and item restoration

2) Missleading title, there is no such thing as a LEGAL casino, you can twitch it or w/e, do a private guild event or something. But still, its illegal.

Wrong, casinos are totally fine as long as their is no advertisements to it AT ALL in-game, in ANY channel. If you find a way to get people to go to your guild site, and there's the rules there and how to play, then you can do it. Blizzard won't get mad as long as you don't scam, or advertise it.
