Hallo there, i thought i would like to share this info with you, since some people need advice. I know that most people out there already know how to play their class, but some don't and need a guide to do it, so that's what im doing.
Stats and Reforge
First off you need to know what stats are best for you.
Strength
Strength is by far the most effective stat. It increases every source of damage that is dealt. Strength should always be your number one focus when optimizing your stats.
8% Melee Hit
This hit amount will eliminate the chance for any special ability to miss against a boss. This is the cap regardless of weapon type (2H/DW). Special abilities missing is the easiest way to lose DPS, so always make sure you have this cap. To check your hit percentage, open your character panel and then check under the Melee tab for "Hit Chance." Make sure it is at or slightly above 8%.
Expertise (26)
The Expertise Soft-Cap of 26 (for both weapons) will eliminate your attacks being dodged from behind. Having this cap and always attacking behind your target is crucial for avoiding high DPS loss. To check your expertise, open your character panel and then check under the Melee tab for "Expertise." Make sure it is at exactly 26 for your weapon(s).
Haste
Haste increases rune regeneration speed and attack speed. After the Hit & Expertise caps above, this is the next most effective way to increase your DPS.
Mastery
Mastery increases frost damage dealt. This is the next best stat following Haste, and is especially effective in AoE scenarios, because it directly affects Howling Blast and Frost Fever.

Red Gem: Bold Queen's Garnet - Item - World of Warcraft
Meta Gem: Reverberating Shadowspirit Diamond - Item - World of Warcraft
Last note on gem. If the socket bonus is +20 strength then it's worth it to put in the right socket, of not, don't think about it.
Talent Build
This is kinda tricky, since these builds is a standard kinda thing, but might not suit your role in the raid. You need to take that into consideration.

Glyphs
Prime Glyphs
[Glyph of Frost Strike] - This glyph should always be active.
[Glyph of Howling Blast] - This glyph should always be active.
[Glyph of Obliterate] - This glyph should almost always be active.
[Glyph of Icy Touch] - This glyph should replace Glyph of Obliterate for AoE scenarios.
Major Glyphs
[Glyph of Dark Succor] - This glyph is preferential.
[Glyph of Anti-Magic Shell] - This glyph is preferential.
[Glyph of Pestilence] - This glyph is preferential.
[Glyph of Hungering Cold] - This glyph is preferential.
Rotation
Just a warning, this part is a bit longer then the other sections.
A rotation is simply a handful of abilities that are prioritized in an order that will achieve the highest damage output possible during any encounter.
Similar to stat priorities, knowing which abilities are most effective will help you quickly determine what ability to use next.
4.3 Single Target Rotation: Frost DK
Below is a list that shows all of the abilities & debuffs you'll be using, and they are listed from highest priority to lowest.
Outbreak - Frost Fever - Blood Plague
Obliterate
Howling Blast
Frost Strike
Your very highest priority should be to keep both diseases active: they directly affect the damage output of Obliterate. Use Outbreak to apply disease. The Howling Blast glyph will automatically refresh frost fever, so the only disease you need to keep up is Blood Plague. Simply use Plague Strike whenever it needs to be refreshed.
Your next priority is to Obliterate as much as possible. Keep your runes depleted by using Obliterate. Use Howling Blast when Rime procs, and use Frost Strike when your runes are fully depleted (or you are almost RP capped).
Whenever Killing Machine procs, it's best to use Obliterate instead of Frost Strike. If possible, it's best to wait for Obliterate to be available while Killing Machine is active. Obliterate crits much harder than Frost Strike.
4.3 Multiple Target AoE Rotation: Frost DK
Included abilities when in AoE/multiple mob scenarios:
Death and Decay
When DPS'ing multiple targets, you'll want to Howling Blast with all your Frost and Death Runes, and tab-target the mobs and Plague Strike them individually with Unholy Runes. Also keep Death and Decay down. Frost Strike when you are close to RP cap.
Individually Plague Striking each mob is more effective than Pestilence for two reasons. Firstly, Diseases only deal 50% damage if they were spread through Pestilence. Secondly, because you'll be primarily focused on using Howling Blast with your Death & Frost runes, you'll have an excessive amount of Unholy Runes. So tabbing through mobs and Plague Striking them will make use of the Unholy Runes.
4.3 Effective Cooldowns: Frost DK
Cooldowns you should use in every encounter:
Pillar of Frost
Raise Dead
Empower Rune Weapon
Horn of Winter
Cooldowns should always be used immediately and should be used for their entire duration (ie. Don't activate a cooldown and then stop attacking 5 seconds later..!) Empower Rune Weapon should be used when nearly all runes are depleted and you aren't RP-capped. Also, Horn of Winter should only be used when there is nothing else to do (Runes down, low Runic Power).
Stacking Cooldowns provides a boost that is more effective than using Cooldowns individually. Try combining them into a macro with Consumables, Racials and Trinkets. Click here to learn how to create your own effective macros. It's good practice that when combining cooldowns into a macro, that they share very similar cooldown durations.
