As far as I know you have to be connected with them via download / voice communication / video etc in order to do that, may be wrong I don't know.

Sending a big enough photo usually does the trick on that, so it's not really hard

why use this when you can simply get their ip by skype, msn or other chat.
just go start>run>cmd and type netstat

That wont work unless your sending a file to them
