The Sea Turtle (illustrated right) is the only mount gained by fishing.

In water, riding the Sea Turtle gives a 60% increase in your (un-buffed) swim speed. On land, it runs at your normal running speed. C Rage comments, "It just barely outpaces the Hook of the Master Angler. The turtle is maybe five or so percent faster? Let's not even bring up water walking, the turtle is just blown out of the water there." (Not literally, I hope.)
Catching the turtle awards the achievement, "Turtles All the Way Down".
Requirements
Codelin's Sea Turtle
Only personal level 30 is required to ride the Sea Turtle. I recommend level 77 or above, with an epic flying mount (and Cold Weather Flying trained). This will allow you to fly between pools quickly. Anglers between level 30 and (about) 70 have fewer options for catching the turtle - you cannot safely reach all locations. Some tips for low-level anglers are given below.
In theory, the Sea Turtle can be caught with fishing skill 1. However, lower skill wastes a lot of time, because many catches will be junk items. I suggest at least 300 personal fishing skill before seriously starting to fish for the turtle. You will need an effective skill of 575 (including bonuses from gear and lures) to fish everywhere the turtle is found, without catching junk.
The turtle can only be caught in Northrend, so you must have felt the Wrath of the Lich King ((have the second expansion)).
Turtle Fishin'
The Sea Turtle mount can be caught from "any" pool in Northrend. Any except quest-only pools, such School of Tasty Reef Fish. Turtles are simply very rare catches from these pools. Expect to catch thousands of fish from pools before finding a turtle.

There is also 1 unconfirmed report of the Sea Turtle being caught from a Pool of Blood.
Some sources suggest that the Sea Turtle can be caught from any fishable water in Northrend. This is probably a mis-translation or mis-understanding: The English patch notes and achievement clearly state "pool". In English, "pool" does not describe large bodies of water like seas (further discussion).
If you don't already know how, learn the Find Fish ability from a Weather-Beaten Journals. Find Fish will display the location of pools on your minimap, which makes them easier to search for. Pools can be found along the coast and rivers, and in lakes or similar areas of water. Follow the links for more information.
Strategies
There are many different strategies for fishing pools and catching the Sea Turtle mount. In general:
* The Sea Turtle is very rare, but the catch is random. Realistically, expect to spend days trying to catch the turtle. You might catch it a lot sooner.
* The item is bound to angler, but no confirmation dialogue will appear (this was removed from rare fish in patch 3.1). So you can safely auto-loot and quickly re-cast.
* Always keep a few bag slots free: You cannot loot the turtle if you don't have the bag space to store it (thanks Dave Mitchell).
* Each pool contains a finite number of fish. Every 3-5 catches (when the pool disappears) you will need to move on and find a new pool to fish. Avoid sharing pools with other anglers: The pool will just be emptied faster, and you will waste time re-mounting and casting into pools which are emptied before your bobber splashes.
* Pools respawn reasonably fast - often after about 10 minutes, but read Pool Spawning for further explanation. If there are several anglers trying to fish pools in the same area, consider fishing elsewhere: It may be quicker to find fresh pools in a different zone. Sometimes the best strategy may simply be to avoid all the strategies everyone else is using! The logical "anti-strategy" is probably fishing Glassfin Minnow School. Just don't tell anyone...
Several specific strategies are described below:
Concentrated Pools
Frozen Sea Pools near Borean Tundra Map
Expect to spend at least half of your time traveling between pools. You can reduce that time by fishing areas where pools are close together.
The biggest concentration of pools is probably in The Frozen Sea, south of Borean Tundra (map right). The area requires 575 fishing skill to avoid junk catches, so is only recommended for highly trained, well-geared, anglers.
Sholazar Basin also has a lot of pools, fairly close together. Smaller sets of pools can often be continually fished. For example, Lake Kum'uya in Borean Tundra or Lake Indu'le in Dragonblight.
Valuable Fish
You will spend a lot of time catching fish, so consider focusing on the most valuable or useful fish: Those that can be sold at auction for the highest prices, or used in buff food or "raid dishes" such as Fish Feast.
Further details can be found in the Valuable Fish chapter. But, in summary: Avoid Deep Sea Monsterbelly School and Glassfin Minnow School. Consider fishing Dragonfin Angelfish School, Glacial Salmon School, Musselback Sculpin School and Nettlefish School.

Fishing Skill

Anglers with high fishing skill (and good gear) can focus on pools in higher-skill zones, such as The Frozen Sea and Sholazar Basin. Not everyone will be able to fish in those waters, so there may be less competition for pools.
If you are training fishing only to gain the Sea Turtle, you can start fishing Northrend pools at skill 1 (the method is similar to Fishing 1-450 Fast, but fish pools instead of open water). Almost all your catches will be junk at the start, but there is a very (very) small chance of catching the turtle. You can reduce the amount of junk you catch (slightly) by focusing on the pools/zones with the lowest no-junk skill (listed in Turtle Fishin' above) and using lures and gear with bonuses to fishing skill.
If other anglers start fishing "your" pools, you are at a huge disadvantage: An experienced angler is likely to empty the pool of fish while you are still catching junk. This will force you to keep moving between pools. If that happens, it will be quicker to level-up your skill by fishing open water. Then return to Turtle-fishing at about skill 300. Use strong lures and fish in lower-skilled zones, and only about half your catches will be junk. As your fishing skill improves, less catches will be junk items.

Low Level
Drrum's Sea Turtle
I do not recommend trying to catch the Sea Turtle at low level. It can be caught and used as low as personal level 30. Only level 10 is required to train fishing skill high enough to fish effectively in Northrend. The difficult part is fishing pools!
Some pools around the coast of Northrend can be reached (and fished) at low level. You will need to continually move between pools: If you can only safely reach a few pools, a lot of time will be spent moving between pools. At level 35 or above, you can use Elixir of Water Walking to run or ride over water. Otherwise you will need to swim, which is very slow.
The best location at low level is The Frozen Sea, near Borean Tundra. Alliance can easily reach these pools by taking the boat from Stormwind to Valiance Keep, and head east. To avoid hostile creatures, swim/water-walk as far away from the coast as possible, without becoming fatigued. Low-level Horde are likely to die (a lot) leaving Warsong Hold.
Some sections of the Howling Fjord coast are also safe, with no hostile creatures. Pools are not as close together as in the The Frozen Sea. Low-level Horde can take a zeppelin from outside the Undercity to Vengeance Landing. Then swim out into coastal water from the dock.
Gummo notes that low-level anglers can water-walk round to Kamagua, the Tuskarr town on the west side of the Howling Fjord. Simply stay as far away from the coast as possible, without becoming fatigued. From Kamagua, you can take the turtle boat to the Tuskarr settlements in Dragonblight and Borean Tundra, and then swim out to The Frozen Sea.
Relax!
Enjoy the scenery: Moving between different zones will help relieve boredom. Mentally, it may help you fish for longer.
And what's the hurry? Short periods of pool-fishing each day will eventually earn a turtle. Don't damage your own health with "marathon" fishing sessions that last for days...
