When you get to Pagle's Pointe in ZG the first time, turn on low level quest tracking. You find an item that belongs to Nat Pagle. Take it to him and he'll sell you the Mudskunk Lure. Fish in ZG pools until you get 5 Zulian Mudskunk, then use them.
