Many of you probably have similar download problems with using the Blizzard Downloader for patches (too slow, behind firewall, etc). The blizzard downloader is merely an BitTorrent client solely used for their patch updates.
WoWWiki Patch Mirrors provides a list of 10+ direct download links for every patch (including the 3.0.9 -> 3.1.0 patch) as well as the .torrent files.
For anyone who has trouble downloading the current patch using the Blizzard Downloader, I suggest going to the WoWWiki site and downloading the .torrent file for 3.1.0 there. The speeds are going to be exceptionally faster.
Go to the "3.0.9 → 3.1.0 Complete Patch (~740-880 MiB) " Table (first table on the page) and use the rows/columns to find your appropriate download link. I would suggest using the .torrent file since hundreds of people are currently seeding/leeching it. Although the direct downloads for many of the sites work just as well.
To extract/install the patch data:
This section contains the 2 partial patch files downloaded via the Background Downloader as well as the final part distributed on patch day.
Simply place the wow-partial-1.MPQ, wow-partial-2.MPQ, BNUpdatewow-final.MPQ and files in your "World of Warcraft/Patches/WoW-3.0.9-to-3.1.0-LOCALE-OS-patch" folder, with LOCALE and OS your locale (enUS for example) and OS (Win for example) respectively. To find out the default location where the game expects it to be, start up the Background Downloader normally, then exit out. Search for the "wow-partial-1.MPQ" file that got created by the downloader and move the copy you downloaded into its place.
Some example paths on various operating systems in the US using the default install location:
Windows 2000, XP C:\Program Files\World of Warcraft\Patches\WoW-3.0.9-to-3.1.0-enUS-Win-patch\wow-partial-1.MPQ
Windows Vista, Windows 7 C:\Users\Public\Documents\Blizzard Entertainment\World of Warcraft\Patches\WoW-3.0.9-to-3.1.0-enUS-Win-patch\wow-partial-1.MPQ
Mac OS X /Applications/World of Warcraft/Patches/WoW-3.0.9-to-3.1.0-enUS-OSX-patch/wow-partial-1.MPQ
You can easily test if your download is in the correct location by starting the Background Downloader. If it scans the data and finishes quickly (less than a minute), your download is where WoW expects it to be come patch day.

EDIT: IMPORTANT! IF YOUR BLIZZARD UPDATER DOES NOT BEGIN ON ITS OWN AND WONT OPEN MANUALLY, DO THE FOLLOWING: OPEN YOUR "PATCH 3.1.0 FOLDER", DELETE THE BLIZZARD UPDATER, AND REOPEN YOUR BLIZZARD DOWNLOADER. YOU WILL BE MISSING ABOUT 4MB WHICH IS THE BLIZZARD UPDATER. LET IT DOWNLOAD THOSE 4MBS AND IT SHOULD BE AN UPDATED UPDATER. IT SHOULD AUTO UPDATE WHEN IT FINISHES DOWNLOADING.
