DISCLAIMER: I Take no credit in this guide, I felt it was useful for cooking, and decided to post it. It was getting lost in the WoW Forums, and it didn't seem like it should.
This guide is valid for patch 3.0.8 based on the latest patch notes. It does NOT work for the existing game version.
Patch 3.0.8 removes references to two recipes that weren't attainable, and fixes two recipes, and adds a new recipe.
To earn the "Chef" title, you need this Achievement, among others: The Northrend Gourmet.
The first level of The Northrend Gourmet (The Northrend Gourmet - Achievement - World of Warcraft) lists 45 items, and you must cook any 15 of them.
The third step on this achievement (The Northrend Gourmet - Achievement - World of Warcraft) requires you to cook all 45.
Separately, the Chef de Cuisine achievement (which is NOT required for the title) -- Chef de Cuisine - Achievement - World of Warcraft requires knowing 160 recipes. There are 116 old world and BC recipes, including the Rogue-only Thistle Tea recipe and the AQ opening chain recipe (Dirge's Kickin' Chimaeron Chops). There are 45 Wrath recipes. You also seem to get credit for one more recipe than you actually have. So with 114 old recipes, 45 wrath recipes, and one bonus recipe, you do not need to know Thistle Tea or Dirge's Kickin' Chimaeron Chops and still get the achievement.
Here's a breakdown of the 45 food items listed in the Northrend Gourmet achievement (details below):
* 1 is a trainer quest from the landing zone in Northrend (Northern Stew).
* 1 can be purchased from the Dalaran sewers after you complete "The Taste Test" quest in Sholazar Basin (Kungaloosh).
* 15 are learned from the trainers at the landing zones in Northrend -- either Borean Tundra and Howling Fjord.
* 4 are random BoP world drops (the four emotion foods).
* 24 you learn from the Dalaran trainers using cooking badges from the daily cooking quest in Dalaran. This daily quest is taken from your faction area in Dalaran, and rewards 1 cooking badge (except Mustard Dogs, which rewards 2). You may also randomly find an extra cooking badge in the reward bag, along with Northern Spices. All 24 of these recipes require a Northern Spice to cook. Purchasing recipes costs 3 badges (except Fish Feast, which costs 5 badges). You can also buy 10 Northern Spice for 1 badge.

Don't bother checking vendors or quartermasters for cooking recipes -- there are none in Wrath to buy, except for the Kungaloosh recipe purchased in the Dalaran sewers.
