Actually HAT is NOT bugged, the 1 sec CD is per person in the group, it has even been stated by a Blue Poster.
It CAN provide great DPS however it is dependant on your raid, if most of your raid can't crit (dots) or has a low crit chance (often newly dinged) you don't generate many CPs.

I think you forgot to mention that guys insane gear..
4046 AP
285 hit
34% crit
470 haste
And has 2x 156 DPS weapons

First of all, he'll prolly do insane dmg in any spec looking at his gear, so its not mostly cuz of HaT. He did not reach 7k dps with just being HaT specc.
Second of all, He's prolly also in an insane guild which does constant 25man contents and i'm pretty sure that they are insane geared too. So HaT will surely procc a lot
And as thirth, HaT is only good if ur in a 25 man or in a 10 man with people who have a lot of crit. HaT will never the best dps in a 5/10man, but has its upsides in a 25 man.

1 - That gear is not that insane. All 25 man content is easily clearable and his gear is only slightly better than mine.
2 - HaT does procs alot, i see myself being hold back by gcd and not the lack of combopoints.
3 - My first comment stated that we where talking about raidcontent. I should have said 25 man, since i dont really care about 5/10 man content after it cleared one time.
