Improve on Mote Extractor Method

I've been camping it all night tonight. not only has there not been one spawn on it, there hasn't been any close like there should be if one had drifted away.

Been camping it for a while but the clouds doesn't even seem to spawn for me, can't find any clouds on any of the other islands aswell.. Can anyone confirm this still works?
