[Shaman] Macro problem

Hi, I am wondering how you make a macro that macro itself checks if one ability is on CD it casts another one. I want to make macro to cast Unleash Elements and then Healing wave, but it checks if Unleash Elements is on CD (15 secs) and I just spam macro and it will cast Healing wave, but if CD is ready, it will use it. So basically I just spam macro, macro itself use CD and spamming healing wave, after 15secs macro use Unleash Elements again.

/cast Unleash Elements
/cast Healing wave

Doesn't work, cuz it says Spell is not ready yet, but I want to cast Healing wave, even if Unleash Elements isn't ready yet. Pls help meh!
