Graphics Addon

I had once an Addon where i was able to customize the graphic effekts of WoW, like instead of only a few icebolts raining down when you casted Blizzard there were like hundreds of them when set to maximum. Also you could set stuff like distances and whatnot. I know only a few infos on what i search and most stuff can be prolly done by ingame commands but i want that Addon :P
