Prioritize Shield Slam -> Revenge -> Shockwave (once 5 sunders are up) -> Concussion Blow -> Devastate.
Usually you'll get in 4GCDs in the course of a shield slam cooldown. The first is SS. You ideally want to use revenge or devastate on GCDs 2 and 3 because they can trigger Sword'n'Board and refresh your SS cooldown. By GCD #4 by the time the GCD ends you will have refreshed SS anyway so this is usually when it's best to use conc blow or shockwave.
If you don't need to interrupt anything you can keep shield bash on cooldown. It's off the GCD.
Use heroic strike any time you are over 50 rage.
I only got a warr tank on PTR, but I tank usually as DK and I've tanked as warr earlier, but I can say what I did at the Flame Watcher, the new VoA boss.
While always spamming Heroic Strike (2) I used a random variety of : Devestate (Always 5 stacks up), Shield Slam, Revenge (it is pretty much always avalable), and Shockwave. Always keep up Thunder Clap, and Demoralizing Shout.
I don't play warrior much these times, but thats the basic macro I hammer for singletarget raid-tanking and aoe-tanking with aoe-abilities on cooldown(hammer it and switch through the targets).Code:/castrandom Devastate, Revenge, Revenge, Shield Slam, Shield Slam /cast Shield Block /cast !Heroic Strike /startattack /script UIErrorsFrame:Clear();

It's not optimal and patch 3.2 made it even worse, but I never had any problems with my TPS.
I, of course, use my other spells, trinkets, etc manually.
This macro eased up a lot of encounters where I had to keep aggro while moving or concentrate on something else than just tanking.

yes they can, but it sucks for tanking and if you're going against good dps you will never be able to hold aggro.
warriors don't have a rotation but rather a priority list which looks kinda like:
shield slam>revenge>devastate while always using heroic strike for each weapon swing. also definitely use shield block for pull because it really increases shield slam's damage.
and you don't need demo shout since there are many other classes you have similar skills which don't stack anyway.
Yep, pretty much the jist of it. Whichever CD is up first, while spamming heroic strike
I put shield slam on 1, revenge on 2, devastate on 3, charge and intercept as 4 and 5
I made a macro for the first 3 attacks to also use heroic strike afterwards

Just spam 123 and you will be fine, keeping 1 and 2 a priorty and using 3 as a filler and shield slam refresher
Its a priority system, and also dependent on rage, and willingness to use cooldowns. Assuming you have infinite rage in a normal situation:
Shield Slam > Revenge > Devastate
However if you don't need your conc blow and shockwave, those are the highest priority (although I recomend saving them incase you need a stun, or if you lose threat, taunt then conc blow because it will be your highest threat move.)
You can basically macro heroic strike into every button you press (or your mousewheel/key repeater)
Also consider using thunderclap and demo shout whenever they fall off to increase your survivability (although in situations where you expect people to run into adds, saving your thunderclap cooldown is something to consider)
Glyph of devastate makes revenge not needed at all.
You can macro shield block and bloodrage into your heroic strike if you want to always use them every time they are up (a personal choice if you want to micromanage the short cooldowns) I find that if I don't do this, I don't bother using them at all.
If you're talking about tanking heroics, then you'll probably do allot AoE tanking so don't forget to use cleave, there isn't a rotation in warrior tanking anymore but more of a priority due to the random SnB procs for Shield Slam.
In heroics I hardly use devestate, just charge in thunderclap to aggro them all, demo shout and shockwave when they are all nice together. You'll have enough initial aggro by then to start cleaving and revenge/heroic spam the mobs 1 by 1.
For bosses(not heroic bosses but raids) though its a bit different. I usually start out with popping Blood Rage, then shield slam. devestating till 5, by then you'll have 100 rage and the priority list starts.
