today i will show you the spec i am currently using for my shaman wich is in ulduar. In my opinion, it is the best spec for a raid/MH healer

well, that's the build 90% of the shamans are running around with. it's not that there are many other viable pve healing specs anyway. you could also drop Imp. healing wave and put 5/5 into totemic focus since u wont use healing wave much.

Im starting to play as Shammy, but isnt better to move 3 talent point from Improved Shields to Healing Way ?

Healing way is a must. get it over Elemental Weapons

I would disagree, a passive healingbonus is better than a bonus on a heal that isn't used all that frequently. I do use it a lot myself for spread-out heavy healing, but I don't know if it's worth dumping elemental weapons for it.

Skipping Healing Way for the Elemental Mastery is just dumb. Even more now since a decent geared shaman should at least have ~900 haste and at that rate you throw HW's below 2 sec cast. 1 or approx 2 HW is enough to top of a tank.

"decent geared" shamans should have over 1k haste. and since you will never want to cast HW without your tidal waves buff up the cast time is actually way below 2 sec(about 1,4 for me).
