I need to make another paypal. Does anyone know of a country that I can both verify and lift my sending limit, with only a VCC?

Australia used to be the choice of the scammer previously, but I think it not so wise anymore nowadays. People seem to lend toward Canada nowadays to create scamming paypal accounts.

Go to wal-mart and get a prepaid visa card.. then just create a US paypal

use the credit card number part in the credit card field

and u can use the direct deposite information in the bank account section

you will have a fully verified US paypal with both a bank account and a credit card attached and verified

Any europe country will work fine with a vcc, but if you can do it then use 7itaniums idea sounds pretty cool.
