indeed this would be correct. you could try creating a Philippines paypal account, this might allow you to send out 500$

Just set up a US paypal. And verify it with netspend. Easy and works perfect.

Use an australian paypal if you want to create a fake on, works perfectly for scams

Netspend still worked. I verified an account about 2 weeks ago. That thread was about, paypal might randomly screen ur bank. And if they find out that it is a netspend (a prepaid card as they call it) they can limit u.
