Paypal payment "PENDING"?

What does this really mean? I have attempted to sell an account and i have a payment sitting here saying "under review"...what does that mean?

If it is over 100$ It takes awhile for Paypal to give it to you.

so, do you think it is safe? both were made with a CC and "instant transfer"...

he sent it double, so i have $440 pending

turns out he recalled payment after it was "pending". I told him i would give all information when i recieve APPROVED, payment. He argued, i ignored.

Yea CC payments are tricky and are almost never safe when trying to sell an account. Try avoiding it.
