what countries only req vcc, no bank account?

ive been trying to verify my paypal account using a vcc, but on the website it says for US, canada, UK and australia and other countries u will need a bank account to verify. Anyone tested and confirmed any countries that need the vcc and thats it?

Actually, from my knowledge (which isn't all that great...) you do not need a bank account for a canadian paypal.

a vcc doesnt "verify" the paypal technically.. it just raises your spending limit to $500 per month allowing you to use for scams
