Need help making accunt legit!

I have a question..

Do I ban the scammed account before the Character physically makes it to the new account or do I have to wait until the character is on the new account? Any help is appreciated, Thanks!

Also, Do I need to confirm the transfer via email or anything? If so I would have to wait until Monday to switch emails.

i would say after so it wont mess up the transfer "it should also only take the same last name" =]
