I'm pretty sure this doesn't GIVE you the 70. It just shows that you have a 70 on "X" server. So let's say this, you log on to a private server, make a 70. Then follow the above guide, and say... put it in "Mal'Ganis" (A real US server). When you log on to "Mal'Ganis" you'll see that 70 in the character select screen, however you can't actually play it (on live servers, anyways). The reason this is a scam, is for account sharing. I shouldn't have to explain this part.

This is 100% certain not to work since as posted twice before if I remember correctly, your characters are saved on the server, not on your own computer. Otherwise you would be able to login whenever you want and powerlevel up to 70 without anybody ganking you and such, having the whole world only for you. That would be nice though...

Your characters aren't client-side or WoW would be another Titan Quest...
Impossible. Every data is stored in the servers database on which you connect and the server software communicates with. You simply cannot modify some wtf file and expect a another char. It's just not in the database, thus you cannot play with it or when the client asks for character retrieval it selects the characters which are assigned to your account.
