To 2&3:
_Case 1: XP
The administration of a good IC (that with wow installed) should know how to block this.
Normal useraccounts are limited.
You can't change the permissions of your useraccount with a single click (or being unnoticed) to set your account to admin.
Running .bat, editing windows files and running specific programs should be blocked.
_Case 2: Vista
You said the most IC's don't have vista, how should you run the .bat as admin then? And don't you think if they ran vista, you wouldn't need a password? Do you know how easy it is to administrate with vista?
And to "dont use Vista cus its crap": You got a mac, you know how crap that is?
To 4: I know that you don't go to an IC to mamage your account, but you'll rarly find one that want's to show characters to someone.
Furthermore: I don't even know if it's possible to phish accounts with a private server with logs or something.

tl;dr: Nein du.
You need to find a IC with a stupid team and you should write a guide for setting up a private server for that purpose.
