The scam emails

If someone is sending those emails, can you seriously report them to police and blizzard, and can blizzard like ban all that guys accounts and can police find them via ip?

I have a friend that got threatened from someone that he reported this to the government and to hotmail, and blizzard to try to track his ip and stuff,think they will catch him and send him to jail?

I doubt a Jail Sentance would be neccessary unless sending the emails etc led to a bigger crime, but he should just learn his lesson and stop, or do it better and don't get caught.
