Question about movement lag

I wanna know how do you make the movement lag where someone cant target you easily.. i constantly see Feral Druids doing them.

thank you in advance ,, i searched the in the forum and google couldnt find any.. dont be like "if you use the search....." i did but maybe my terms were different i dont know what the application is called.

Simple lag tools. It cuts their internet in and out so to them it's 100% smooth, but to you it's choppy.
