Since chains of ice always applies frost fever it's bugged. For example you can still apply it to a rogue who uses cloak of shadow. He will resist the chains of ice but will still be affected by frost fever. The same works with a spell reflecting warrior, he will get infected with frost fever even when reflecting the chains back to you. This trick is even more useful to rogues if you're a frost dk with chilblains, you can slow him even when he used the cloak and tries to escape. Most rogues are most likeley to vanish after using cloak so with a quick reaction time you can dot him up at range (the same works with plague strike applying blood plague, but that is well known and only works in melee range) and nullify his vanish, for example in arena when he's low on health and trying to hide to get healed up.

Yeah once I figured this out, I got the chains of ice glyph and use it exclusively. Hits for about 200 less, but is awesome.
