it was considered hard during prewotlk
you are considered a noob if you dont have it now during wotlk at 80

i got it at 70, attacking IF during server maintenace shutdown within a few mins, allies were spamming trade chat and would not be able to read the local defense

Nice. I just recently got mine. But I remember when it took like 2 or more full raid groups to raid cities :P.
