This is how to get a raindeer mount without having a lvl 40 mount at all.

First you Need a Broom mount. the one that goes walking speed.
Second You'll Need some Preserved holy. (there should be some in AH still)
Use that and your mount will now be a Reindeer with 60% speed.

The Preserved Holy has a lvl 40 requirement.

If it's private why stop at 60% :P

You can get epic flying in Azeroth on a private server.

I did test this on medivh (Us) server on a lvl 40 mage.
