Call Billing. I don't know if your US or EU, but just go to the main site and look for the Billing number. It's officially known as:
"Billing and Account Services"
This is the department you need to communicate with. Account Administration can not handle situations where personal information is changed, or where they're contacted by someone who doesn't have the current e-mail address.
Call Billing and say your account got hacked. Say specifically that the e-mail was changed. They'll ask for some information and may lock the account and require you to fax in personal ID.
If the account was originally yours, and if the account was not banned, there's actually a fairly good chance you will get the account back after you show them ID. Make sure the ID is not blurry.

Yes, make any excuse you can. Be sure to make clear that the account was HACKED, though. Never mention that you gave anyone access to it. They may actually hang up on you or simply say "sorry, you broke the policy, we can't help you" if you say something right off the bat that you should not be doing.
The account was hacked, you were away for a while, tried to log in, found out it was hacked, tried to retrive the password, saw that the e-mail wasn't yours, and decided to call Billing. This is your story. If you remember the name on the account, and the secret question and answer, you'll be fine.
