Hope it helps, I don't use tukui, I just googled and found this guy that shared it, so I'm NOT responsible if it doesn't work/causes some damage but I doubt it (run a few virus scans and looked at the files inside the rar and they seem okay).

Those are actually updates for TUKUI, not ELVUI, so, if someone has Premium and can post new ELVUI please do so, previously posted here is bugging out and giving UI bugs.
