I noticed the other day, I was able to select one of my EU accounts; while logged in the US:
My theory is blizzard may be allowing US players to migrate characters to EU in future patches.

I think a lot of the changes made have been getting ready for the game to "die".
CRZ allows for lower population servers to be merged into essentially one server. The AH is now cross faction, to help with imbalanced and low pop servers. Raid Find and Dungeon Finder all work to help people get in groups despite the server population, Group Finder expands on this even further.
Allowing region transfers makes sense when you look at the course so far.
I'm not saying its a problem now, I think WoW has plenty of longevity left. It does appear they're prepared for it though.
I have the same thing but with a taiwan account on my eu account:
It happened by mistake last year while i was messing with that hunter pet name change thread a few threads down from this one. I used to click it and it'd log me out and direct me to the korean bnet, but now it seems to just let me open the account. I hope it is something as you suggest, as korean/taiwan accounts are able to buy tyreals charger off the store and i missed the promotion at the time.
Nah man, I remember playing on the US servers like 1 year ago when I had an EU account. I don't think they will allow region cross overs, but they will allow you to play in any region no matter what your country is.
