Is it worth to level my herb/miner doll first?

I suppose the materials produced in the garrison should be worth a lot in the beginning, that being said, it might be the best choice to have a farmer character lvl100 and lvl3 garrison a.s.a.p.
What is your take on this?

You get garrison mine at lvl 92 but herb garden at lvl 96 so probably you can level 1 herbalist for the first days when you don't have herb garden in at least 3 pjs or so
