Blizzard has already stated that there currently is no public BETA going on and should it become available the selected accounts would receive an email invitation.

Should you receive one of these invitations you should check at the World of Warcraft Community Site first to see if a public BETA has been announced, if not DO NOT follow the instructions in the email under ANY circumstances.
