I don't know if this build ever leaked - the only build I have from TBC is the beta client. Maybe someone has the E3 build, but it's more likely that it's only available internally at Blizzard.

I saw videos on YouTube back in a days and It normally runs on Sandbox, but a bit upgraded Sandbox, not like WoD one. There was NPC and spells and talents. But I never found it.

Absolutely. I was definitely running around playing as a Draenei way before anyone cared about there even being a Burning Crusade beta.
