There are several people offering that sort of stuff out there, naming a few (I myself can easily do a countrychange for 15€, if you are OO and have your ID):

• Option one - Price is 80€ or 120€ depending on if you have the ID of the original owner or not.
• Option two - Price is 130€ or 130$.

If you search on this forum, you will find quite a few people who offer that service. Just be careful who you will choose and prefer rather a bit higher price than non-repped service provider. Also, keep in mind, that faking an ID (in case you are not the original owner of the account) is a serious crime in many places in the world and that is probably also part of the reason why name-changing service is so much more expensive than other services.
