Whats Rep Powe

I Couldnt find information about rep power but whats it's use?

If you give someone rep, its how much it gives them, so for example if i have 86 rep and you have 2 rep power and you rep me, ill be at 88 rep

He has the option to only giving you 1 rep though...

Rep power is the MAX rep you can give, but you can give less than that if you wish.
