Go to World of Warcraft folder then data then enGB Then your folder should say something like this "C:\Program Files (x86)\World of Warcraft". Open realmlist in notepad and add this to get to EU servers:
set realmlist eu.logon.worldofwarcraft.com
set patchlist enGB.patch.battle.net:1119/patch
set realmlistbn ""
set portal eu
Remember to save your US one though as you will need that to switch back.
To buy a EU acc you either need to create a new battle.net acc and choose a EU country. You can change country (search for a guide on OC), or open ticket and ask.

Okay a easy way to do this you can make to files
Name them "Realmlist EU" and "Realmlist US"
If you are current US player you should already have a US realmlist so just rename it.
Now that you have two files with "Realmlist EU and Realmlist US" you can choose.
Lets say you want to play EU for a while, then rename "Realmlist EU" to just "realmlist"
When you want to play US you rename "realmlist to "Realmlist EU" and rename "Realmlist US" to "realmlist"

I'm personally always confused by realmlist shenanigans because I find it simpler to just use the console. Also, only changing the portal is really necessary.
I always start WoW with my shortcut set to WoW.exe - not the launcher - with the -console command line switch to enable the console. One of the many benefits to this would be to change your logon portal. Before you log in, just open the console (~) and type "portal eu" or "portal us". You can see the current setting by just typing "portal". That's all there is to it -- the realmlist, patchlist, and realmlistbn are not necessary.

I was told that I needed an EU client to even play on the EU servers. And of course, and EU account. That worked for me.
Another way of doing realmlists is to just have it all in one file and "#" out the lines you are not currently using .
