Because the solution to an underpreforming class is totally to give them a legendary instead of buffing the class.
4.3 SHOULD have been either a Feral / hunter polearm, a weapon set for Enhance shamans, or a tank legendary. (completely doable, 1h/2h mace that buffs str or agi dependand on highest stat)
rogues are now up to SIX legendaries.
Feral druids: 0 (sulfaras doesnt count, when it was current content guilds would have been laughed at if they gave sulfuras to a feral, let alone HAVING a feral.)
Enh shams: 0 (had sulfuras, lost ability to use start of TBC)
Tanks: 1 (Warrior only, palas used spellpower weaps at the time. shadowmourne was low HP and not an optimal solution)
Warriors: 5 (glaive, glaive, bow (doesnt rly count), thunderfury, sulfaras, shadowmourne)
Rogues: 6 (glaive, Glaive, Bow (was BiS in sunwell) thunderfury, Dagger, Dagger)
Healers: 1 (Val'nar)
Caster DPS: 2 (Atiesh, Dragonwrath)
plus there was shadowmourne for War, Pala and DK.
wheres the effing Feral / Enh sham / hunter legendarys? blizzard made a stupid decision with rogue only daggers. they could AT LEAST have given shamans the ability to use them.
And Thori'ndal was a joke for hunters, the purple bow from Brutalis/Felmyst was BiS over the legendary. OOHH EXTRA BAG SLOT AND SPARKLY ARROWS THROUGH RITE RITE >.<

Yes, well, I'm a feral and a tank and we've been hosed over most of cata (AMG you can break/immune fear like all tanks? NERFED. Amg u can break roots and snares, like you have since vanilla? NERFED. amg bleeds are too hard for our 20 resil nublet pvpers! NERFED) in 4.2 they finally gave us a DPS output to compensate for the fact that we get rolled by everyone around as soon as we pop a single CD. o the druid is beserking? how cute. fear/freeze/root/hibernate/stun/etc. K dangers gone, roll the feral!
wheres our legendary?
INB4FANDRALS: Legendarys are legendary because of there proc that increases dps/hps/threat or survivability. A Visual appearance buff does not a legendary make. otherwise there's a few trinkets that should be legendarys too, and quite a few other items that should be orange.

Seriously? Double counting glaives and the daggers? They count as ONE legendary! The amount of bias in your post is astounding. I have to agree that feral/hunter staff would balance it out. However, bliz has the cat form staff and people would QQ if another one came out for them. Blizz probably now has a release schedule for these and it is rogue's turn.
Think about what you're asking for, a tanking legendary would be pointless. If there's a situation where a tank NEEDS a legendary for a special cd something is tremendously wrong, and biased against pugs. The legendary quests these days need a guild to help you through to get your legendary. Its just silly for a tank to need a special weapon when they're not designed for dps. On top of that, the tanking stats between pally+war/dk/druids are vastly different. Not to mention it isn't optimal for a druid to use str with defensive stats (rings/necks).
They *could* of opened up the legendary daggers for shams but shams and bat wings? LOL. The only class that bat wings like these would make sense on are rogues and warlocks. Maybe troll druids, but they already have bat wings.
By the way, the legendary bow from sunwell was good for hunters. The raw damage that it does boosts a few of the abilities they had at the time due to it not needing any ammo. I don't remember if it was bis or not, but hunters still desired it and any sane non-biased guild would give the bow to a hunter over a rogue.

@ TehVoyager LOL Feral Druids aren't a class your point is invalid same with Ench. Considering TehVoyager since I know you have no idea what your talking about Druids did have a legendary staff back in Vanilla : Atiesh, Greatstaff of the Guardian - Item - World of Warcraft get your facts straight please. Also Thunder Fury was the BEST tanking sword in the game for the longest time because of the Proc effect from it. You also being your self forgot about http://www.wowhead.com/item=13262(Ashbringer)

Feral tank dps still is great (especially aoe), their survivability is good. My guild uses a feral tank and he's gemmed for mitigation and avoidance. If a player playing a certain spec wanted a legendary just because it is a legendary, they should respec.

A legendary staff for hunters / ferals does sound good.. However, it would screw up tank balance so bad. The staff would go to feral tanks, which would in turn render them incredibly superior to other tanks.

There Two. I know Rogues and Warriors LOVE counting them as one because of the set bonus, but each is a separate piece with a higher Ilvl than anything else available for that tier. each is BiS Independant of the set bonus. separate weapons = separate legendaries. they have a set bonus but they are not "one" weapon. sounds like bias on your behalf actually.
Give it a Survivability proc. and a tank Legendary wouldnt be hard. 1h or 2h mace (either Quel'dalar type quest reward or an Anathema/Benediction style click thing) with +stam and a bonus stating "Increases Strength or Agility (whitchever is higher) by X" give the 1h version Pala/warr defensve stuff, give the 2H Mastery and Crit.

If they did a set of Sham / Rogue daggers or axes they could have just moved the wings to an anim on the rogue T13 sholders, similar to the Lock T4 black glow or the Lock T6 wings (Ofc the wings were on the Lock t6 helm, but its an example.)

^^ Knows his shit, how can they bring out another Legendary for a class that already has 5, when there are classes that have none? Doesn't seem fair imo.
