[PTR] European characters can now be copied

As the title says, european characters can now be copied to the 4.3 PTR. Not seen a blue post or anything about it elsewhere but it's working. Takes a while though(not instant as with pre-made characters).

Pre-made characters does not seem to work yet with EU accounts though, as you don't get past the last step.
