"Free" Name change?

Am I still able to delete my character, make a new one with the same name. Then ask a GM to retrieve that character and by doing such get it flagged for renaming? Read a thread (A one year old one) and it said it was doable if the character with the same name was leveled up to 10-12. Any confirmation that it still works? And Do I have to create a character on a different ACC with the same name or can I just do it on mine?

I cannot be totally sure but to my understanding the other character that you make has to be at least level 10.... dont hold me to this though cause im not positive

I did this and the low level character was renamed (changed one character to another or smth) so I guess you need to have the new character high-enough level.

Xel what level was that lower level char? And was that char on a different ACC?
