Why is ID required

Can someone please enlighten me as to why cd key sellers require you to send them a copy of a current ID? I just fail to see any reason behind it.

How is it different to buying anything else over the Internet though. You pay them, they send you the goods. I've never had anyone else require a photocopy of my ID.

I think it's because to be fully in control of the account (and therefore being able to recall it no matter what), you need a copy of an ID of the owner of the account.
