Look at 0.17-0.20 you can see that he spam MS but nothing happends, he have simply removed the circle which show us when the GCD is finished. He still have the GCD.
And, no questions here, no useless, no theories... Anyways, reported topic, belong in wow general section.

That was the only time in the whole video it "didn't work," and it still went off faster than it should have under normal circumstances. Maybe he just had lag for a second? Unless I'm wrong, Overpower triggers GC and as a result he should not have been able to cast Mortal Strike for a whole second afterward. This is clearly not the case. As long as this isn't a private realm and there's a way to find out how he did it I'd say it's worth it.
Edit: That second video is not out of the ordinary at all, I play a resto druid and that is exactly how fast my GCDs are. Look at how fast lifebloom is actually being applied by watching the buff refresh.

The warrior one is lagg / ''Bug'' in the action bar icons..
The druid one is simply because there is a talent allowing your Lifebloom to get reduced GCD by 20% when maxed out..
