Visible Toons, But Offline

There is a strange glitch on my server, and other servers it seems.

Summed up, there are basically toons around the major city which i have noticed in the exact same position for 4 days or more, and when i attempt to /w them or add to friends list, they are said to be offline, anyone else have this and/or know any reason why this is happening?

For four days? That sounds a lot.

A guildie of mine usually has his character unaccessable for 30 minutes before it automatically disconnects, luckily it doesn't happen as frequently now, but still very well annoying.
