Just got scammed - paypal chargeback question

Got quick question about doing a credit card chargebacks with paypal. I just got scammed by an account seller (he recalled the account) and need to do a charge back. I paid through paypal via my credit card and wondering what's the best way to initiate the charge back. Should I call up paypal and tell them I got hacked and there's an unauthorized transaction? Or open a dispute with paypal and tell them that the seller never delivered the item? Or should I just all up my credit card company instead? What should I tell them?

Paypal will wash their hands of it if you tell them it was a digital transaction. Just so you know.

Why does Seller Protection not cover deliveries made in person or intangible goods (such as digital goods or services)?

One of the most important requirements for coverage under Seller Protection is proof of shipment or proof of delivery to the PayPal transaction address in the event of a claim, chargeback or reversal. Since deliveries made in person and sales of intangible goods do not have shipping documentation that can be verified, we cannot currently extend protection for these types of transactions.
