Retrieving a merged battle.net account

Hello , my english is not good but i hope you can help
the situation is this:
someone scammed a friend of mine. The scammer merged the world of warcraft account with a new battle.net account.Is it possible to retrieve the account back , despite we don't know the battle.net account?And if the scammer moved the character on a brand new account?

We've got scanned IDS of the first owner of the account

All you have to do is call Blizzard and they can fix it instantly. They will also tell you if they transferred to a new account and if you need to make an in-game ticket.
