Press Escape -> Interface Options -> In the Controls window there are an option called "Sticky Targeting", i guess thats what you are looking for?

Well, those were all out of date feeble =(

And I just read this-

...but API 2.0 doesn't allow any targettting by addons. There is no way to update ControlTarget for WoW 2.0 .
