I was thinking about the awesome gold spamming blockers out there, like SpamMeNot or Spam Sentry, and how they block gold spammers by not receiving /whispers from anyone of level 1. Then I realized....the vast majority of scams out there involve creating an alt of level 1, and 2+2=4 on occasion. Yes, I realize that the scammers could just level the character to 2...but how conspicuous is that? Why would someone bother leveling a "bank alt"....1 level.

So for all of you who don't want to be scammed or even bothered by possible scammers, download one of the gold spam blockers, and the scammers will get hit in the crossfire

No, it shouldn't. Learn to read forum descriptions please. The description on Bots and programs is "Botting and Hacking programs for World of Warcraft." As it has been pointed out previously in this thread, even before keeping it going, the descripion of this forum is "WoW Exploits, Tips, and Tricks for World of Warcraft." Seeing as this idea has nothing to do with hacking, and that the spam blockers are addons as opposed to complete 3rd party programs, this is the perfect section for this idea.

And it could also very easily work. SpamMeNot blocks in 2 ways, either by a level (the default is any tell from characters lvl 2 and below, which can be changed to anything you want,) or via a points system. If you increased this default lvl to 5 or so, I’m sure a good amount of the scammers would indeed be caught in the crossfire.

Don't really agree. I have a bank toon, lvl 1. I NEVER use AH with any of my 70s, there's an appropriate bank toon for each faction, so everything I want to sell goes to the banker. This lvl 1 sells BoE epics, regular blues, greens, etc. So, there are legit lvl 1's out there with very nice items, so it's possible for those same lvl 1's to scam, IMHO.
