Xfering Character to another account

What is this process like?

The reason I ask is I'm thinking about xfering a character off an account I borrowed form a friend who recently returned. He said he's alright with it. I know I'll have to make a new account with the same name (risk being banned - not having the info to recall), but how much is there to this process?

I've heard you can do this as long as the accounts share the same last name but when googling this, I found nothing.

It's on the main page of the account management

You need to have the whole name address and email as well as phone # the same.
When you are done you can change everything except the name.
other then that your all good

And about the recall information,
just use the same first name and second name as his so that if your account gets F'ed you cause just go over to his house and ask him to let you scan his ID.. I'm sure he wouldn't mind.
