Account Maintenance - Banned Accounts Question

Is it true that when there's Account maintenance period, you can log in on banned characters?
If so, when is the next one? (if anyone knows)
and how long do they last for?

Hmmm.
I would say no because i was banned and tried to get on during account maintenance.
And i am sure blizzard aren't that stupid.
But i mean could be a chance you could.
