This is a post from mmo - champion and lists the link to the beta-sign up page for wotlk. according to the site only people who went to blizzcon and wwi can sign up atm and "save" there spot here is the exact message they gave

The target date they were trying to go for was july 3rd but is subject to change if the developers don't feel confident about how alpha is going

Edit: Just to add on to this - The date for the Wrath of the Lich King Beta has not been announced yet. This is a date that is determined by our development team when they feel the game is ready and not something we need to properly market for a length of time beforehand. When it does begin we will post information on the official website/forums about it and about signing up which we plan to do for it.

the link goes to the world of warcraft website and will turn into a "raffle signup" where you can sign up but will be randomly chosen odds are very slim but worth a shot
